Second Revision of PM 4 of 2022 regarding Services for Foreign Tourist Ships and Foreign Cruise Ships in Indonesian WatersSecond Revision of PM 4 of 2022 regarding Services for Foreign Tourist Ships and Foreign Cruise Ships in Indonesian Waters
JAKARTA, NMN – The Ministry of Transportation always strives to develop the tourism sector and maritime industry in Indonesia. One of the efforts made is to revise Minister of Transportation Regulation (PM) 4 of 2022 which contains services for foreign tourist ships (yachts) and foreign cruise ships in Indonesian waters.

This change to the Minister of Transportation Regulation was triggered by the government's efforts to develop the Bali Maritime Tourism Hub (BMTH) as a strategic project in the tourism sector. This project aims to make Benoa Cruise Terminal a homeport for foreign-flagged cruise ships.

This revision was carried out because there were multiple interpretations in several points in PM 4 of 2022, which led to the need for further changes in its implementation. Some of the proposed changes include adding explanations regarding the operation of foreign cruise ships carrying tourists at domestic ports, the classification of foreign cruise ships that can carry tourists from the port of origin within the country, and foreign cruise ship owners or operators can operate foreign cruise ships sailing from abroad. country to Indonesian territorial waters as part of a tour package.

Foreign cruise ships that transport tourists from the initial port of departure to tourist destinations must meet certain technical specifications, including having a minimum of 500 cabins and legal documents from their flag country for carrying passengers/tourists.

In its implementation, foreign cruise ship owners or operators must fulfill licensing requirements, including permission to cross/anchor in Indonesian waters, Foreign Ship Agency Approval (PKKA), and Sailing Approval Letter from the port of origin of overseas departure.

It is hoped that the revision of the Minister of Transportation Regulation will clarify provisions that previously had multiple interpretations, so that it can provide a strong legal umbrella for foreign tourist ships operating in Indonesia.

Apart from supporting foreign tourist ships, this change is also expected to increase the empowerment of Indonesian-flagged tourist ships so that the national tourist ship industry can grow together with the foreign tourist ship industry.

In discussing the revision of the Minister of Transportation Regulation, various related parties were involved, including representatives from various ministries, associations and related institutions, in order to obtain comprehensive input. With this change, it is hoped that Indonesia can further optimize its maritime tourism potential and increase its attractiveness as a destination for foreign cruise ships and make a positive contribution to the tourism industry and the Indonesian economy as a whole.
